The New Moon of Ethanim will first appear in South America on the second day into the Sabbath, the 29th of Elul, and then over much of the rest of the world (but not northern Europe and Asia) on the 30th. The New Moon Day, and subsequently the much-awaited-for Day of Shouting, will automatically occur on the fourth day into the Sabbath due to the 30-day maximum rule for months. Ethanim and Bul will also be 30-day months as the moon will be too immature to see on the 29th of both months, just as with this current month.
